William Stocker, CPA, is a Partner at Marks Paneth & Shron LLP and is in charge of the firm’s Professional Practices Group. In this capacity, he and those under his direct supervision are responsible for reviewing all financial statements reported on by the firm to confirm their adherence to appropriate accounting, auditing and attestation standards. He is also involved in implementing new accounting and auditing standards within the firm and in providing internal consulting services on audit, accounting and financial reporting issues. In his client service role, he performs audits and reviews as well as serves on corporate financial advisory services engagements in the areas of financial reporting, valuation and SEC matters.
Mr. Stocker began his career with a series of small firms before joining Paneth, Haber & Zimmerman LLP, a predecessor of today’s Marks Paneth & Shron, in 1984. During his tenure at Marks Paneth & Shron, he has been involved in providing services to clients in virtually all of the industries served by the firm. He has also been a key member of the team on many litigation services engagements relating to securities issues, accounting malpractice and business valuation.
An active participant in professional organizations, Mr. Stocker is a member of the American Institute of CPAs (AICPA) and of the New York State Society of CPAs (NYSSCPA), where he previously chaired the Financial Accounting Standards Committee,the Auditing Standards and Procedures Committee and the International Accounting and Auditing Committee. He has also contributed to the profession as a four-time Chair of the Foundation for Accounting Education’s Annual Auditing Conference. At present, he is Vice Chair of the NYSSCPA's Accounting and Auditing Oversight Committee and is a member of the NYSSCPA’s International Accounting and Auditing Committee.
Mr. Stocker has served as a representative to the Forum of Firms, which promotes consistent, high-quality standards of financial reporting and auditing practices worldwide and is closely affiliated with the International Federation of Accountants (IFAC). The Forum of Firms conducts business primarily through the Transnational Auditors Committee (TAC), a committee of IFAC. Effective January 1, 2010, Mr. Stocker has served as an elected member of the TAC.
Throughout his career, Mr. Stocker has been a guest speaker at conferences, seminars and client gatherings. He has been published in The CPA Journal. He also serves as a prepublication reviewer for this publication.
Mr. Stocker holds a Bachelor of Science in Economics with concentrations in Accounting and Management from the Wharton School of Business of the University of Pennsylvania. He is licensed to practice public accounting in New York. Mr. Stocker is based in the Manhattan office of Marks Paneth & Shron, and resides in Port Washington, New York.
