Eric A. Marks, MPA, MBA is the Principal-in-Charge of Human Resource Consulting at Marks Paneth & Shron LLP. As Principal-in-Charge, Mr. Marks provides leadership in strategic human resource and specialized business management issues for the firm and its clients.

Mr. Marks is a facilitator and consultant with more than 20 years of executive management experience. He has been responsible for developing processes and systems to improve organizational capability in key business areas such as goal alignment, performance management, accountability, leadership, career development, change management and succession planning.

Mr. Marks’ advisory and consulting services encompass a broad spectrum of human resource activities, including one-to-one coaching for executives seeking to effectively manage their workforce. He has facilitated workgroups in small and mid-sized companies to create practical methods of enhancing work-life effectiveness, training, recruiting and retention strategies and programs. He is often sought out for his advice and counsel on people matters in both strategic business deals and engagements.

Mr. Marks has more than 25 years of administrative experience as a multi-program service provider for children and adults with disabilities. His operational experience includes a variety of residential arrangements, day programs, clinical services as well as infant, preschool and school age programs including an award-winning integrated preschool.

Mr. Marks’ management consulting experience includes facilitating and assisting not-for-profit organizations with developing effective human resource practices and processes. Specific engagements have involved OMIG compliant billing practices, HIPAA, corporate compliance, payroll integration and end-to-end workflows of all human resource functions.

As a statewide leader in assisting organizations with their integration of federal, state and other compliance requirements, Mr. Marks has provided numerous seminars for trade organizations, provider groups and clients. His consulting engagements are designed to facilitate his clients understanding of the strengths and risks of their business processes including, but not limited to, integration of program services, business operations, human resource performance, financial practices, board policies and continuous quality improvement practices, billing disclosure self-audits, internal control reviews, OMIG Part 521 compliance, governance development and constructing formal documentation of systems and procedures in accordance with the Office of Inspector General’s Federal Sentencing Guidelines.

Additionally, Mr. Marks offers creative insights in analyzing employee benefit programs, negotiating and selecting insurance products in life, health, disability and worker’s compensation as well as a variety of professional liability areas.

He is an active member of the New York State Society of Certified Public Accountants, serving on the both the Human Resource and CPA Exam Committees. In addition, he is a longstanding member of the Society for Human Resource Management, the American Society of Training and Development, the American Society of Public Administration and the International Coaching Federation.

He authored “Communicating Right from the Start” which was published in New Accountant Magazine in 2005.

Mr. Marks has received two Master’s Degrees, with honors, from Pace University — in Public Administration and in Business Administration. He is a New York State Certified Teacher and an adjunct professor in the Department of Business at Westchester Community College. He is based in the New York City headquarters of Marks Paneth & Shron and resides in White Plains, New York.
