About

William H. Jennings, CPA, is a Senior Consultant in the Real Estate Group at Marks Paneth LLP. Mr. Jennings served on the Marks Paneth Executive Committee, which sets policy and strategy for the firm, from its inception until 2019. He is the former Partner-in-Charge of the Real Estate Group and the former Partner-in-Charge of the firm’s Boca Raton, Florida office.  

With over 40 years of experience in public accounting and a keen focus on the real estate industry and its needs, Mr. Jennings has spent nearly his entire career with Marks Paneth and its predecessor firms. During this time, he has made contributions on the first market rate conversion of a Mitchell-Lama housing development in New York City. He has helped structure equity take-outs, low-income housing tax credits, opt-outs, Section 8 mark-to-markets and assisted clients in acquiring financing. Additionally, he has been instrumental in affecting changes to HUD policy regarding mark-to-market Section 8 renewals.

Mr. Jennings has developed strong relationships with government agencies and often traveled to Washington, DC to speak with members of Congress, as well as the Secretary of Housing and Urban Development (HUD) regarding administration policies. He previously served on a panel of tax experts asked by Congressmen Steve Israel and Joseph Crowley to report on the impact of Congressional tax reform proposals to Long Island taxpayers. Additionally, Mr. Jennings advises high-net-worth individuals and closely-held businesses, devising strategies for family wealth and tax planning, revenue maximization and wealth preservation.

Over the years, Mr. Jennings has donated his time and expertise to championing the causes of the underprivileged. He is a former chair of the not-for-profit home building association, NATA, which provides homes and vocational training to low-income families. He is a recipient of NATA’s Community Humanitarian Award, which recognized him for 10 years of service to underprivileged children and homeless families.  He has received the North Amityville Community Humanitarian Award and has been honored by the Family Service League, for which he previously served as a board member. In addition, Mr. Jennings was named as one of the distinguished Parker’s Platinum Professionals by the Parker Jewish Institute for Health Care and Rehabilitation. He has received the Emma Lazarus Award for outstanding service to the real estate industry from the Associated Builders and Owners of Greater New York Association (ABO).  He has also been recognized by the Jewish National Fund.
