William H. Jennings, CPA, HCCP, is the Co-Partner-in-Charge of the Real Estate Group and Partner-in-Charge of China Desk and the Florida Office. He is also a member of the firm’s Executive Committee, which sets policy and strategy.
With more than 35 years of experience in public accounting and a keen focus on the real estate industry and its needs, Mr. Jennings has spent nearly his entire career with Marks Paneth and its predecessor firms. During this time, he has made many contributions to both the public accounting and real estate industries. He prepared and consulted on the first market rate conversion of a Mitchell-Lama housing development in New York City. He has helped structure equity take-outs, low income housing tax credits, opt-outs, Section 8 mark-to-markets and assisted clients in acquiring financing. Additionally, he has been instrumental in affecting changes to HUD policy regarding mark-to-market Section 8 renewals.
Mr. Jennings has developed strong relationships with government agencies and often travels Washington, DC to speak with members of Congress, as well as the Secretary of Housing and Urban Development (HUD) regarding administration policies. He previously served on a panel of tax experts asked by Congressmen Steve Israel and Joseph Crowley to report on the impact of Congressional tax reform proposals to Long Island taxpayers.
In addition to leading the firm’s successful real estate practice, Mr. Jennings also advises high-net-worth individuals and closely-held businesses. In this capacity, he devises strategies for family wealth and tax planning, revenue maximization and wealth preservation.
In 2013, recognizing an opportunity to deepen relationships with Asian investors, Mr. Jennings established the China Desk practice area. This group of diverse, multi-lingual and multi-disciplined partners and professionals is focused on assisting Chinese businesses and individuals looking to work, invest, raise capital or do business in the US.
Over the years, Mr. Jennings has donated his time and expertise to championing the causes of the underprivileged. He is a former chair of the not-for-profit home building association, NATA, which provides homes and vocational training to low-income families. He is a recent recipient of NATA’s Community Humanitarian Award, which recognized him for 10 years of service to underprivileged children and homeless families. He has received the North Amityville Community Humanitarian Award and has been honored by the Family Service League, for which he previously served as a board member. In addition, Mr. Jennings was named as one of the distinguished Parker’s Platinum Professionals by the Parker Jewish Institute for Health Care and Rehabilitation. He has received the Emma Lazarus Award for outstanding service to the real estate industry from the Associated Builders and Owners of Greater New York Association (ABO). He has also been recognized by the Jewish National Fund.
