About

Donald L. Little is a Partner in the Advisory Services group at Marks Paneth LLP.   He has more than 20 years of experience in the field of international trade.  He has participated extensively in antidumping and countervailing duty cases before the U.S. Department of Commerce, as well as, cases before The Ministry of Commerce in the People’s Republic of China, the Mexican Secretaria de Economia, the Canadian Border Services Agency, the International Trade Administration Commission of the Southern African Customs Union, and the Directorate General of Anti-Dumping & Allied Duties of India.  

Mr. Little has assisted counsel for both respondents and petitioners, and has worked on broad range of cases including market and non-market economy antidumping and countervailing duty cases, suspension agreements, anti-circumvention and scope inquires.  In addition, he has aided counsel in constructing injury arguments and presenting the supporting economic data to the U.S. International Trade Commission.  His experience includes antidumping investigations of a wide variety of products, including chemicals, steel, and agricultural products, and working with small, medium and large-scale companies located in Asia, North America, Europe, and South America.

He was a Senior manager at ITR LLC, a Washington, DC-based accounting firm that combined with Marks Paneth in 2014.  He also previously worked at U.S. Department of Commerce in the International Trade Administration as a Senior Accountant in the Antidumping/Countervailing Duty Division.
