About

John Miller, CPA, is a Partner Emeritus in the Advisory Services group at Marks Paneth LLP. He assists counsel for respondents and petitioners in antidumping (AD) and countervailing duty (CVD) investigations before the US Department of Commerce (USDOC) and the European Commission, as well as in dispute settlements before the World Trade Organization. During his career he has also directed numerous engagements in export controls and fraud investigations. He was a partner at ITR LLC, a Washington, DC-based accounting firm that combined with Marks Paneth in 2014.

Mr. Miller‘s experience includes serving as a partner with a national accounting firm, where he was the partner-in-charge of assisting the USDOC with numerous AD and CVD investigations during the first eight years that Commerce had the responsibility for administering these proceedings. While on a leave of absence in 1995, Mr. Miller worked at Commerce as a special assistant where he assisted in the drafting of regulations concerning the Uruguay Round implementing legislation. 

Mr. Miller was the partner-in-charge of numerous engagements performed for the Office of Export Administration including the development of the internal control program in its regulations. In this role he also conducted export compliance audits on behalf of Commerce. Mr. Miller also managed the accounting firm’s assistance to the Department of the Treasury in both the development of the pre-clearance questionnaire and in the verification of certain pre-clearance requests related to the Steel Trigger Price Mechanism. Mr. Miller has performed engagements in fraud detection and damage assessment. 

In trade remedies investigations Mr. Miller assists counsel in coordinating respondents' submissions to the administering agency (e.g., US Department of Commerce, the Commission of the European Union), developing respondent submission methodologies, formulating US and foreign market pricing strategies and analyzing antidumping responses for petitioners.
